1.INTRODUCTION :- 

          
        In Construction Organization. the Engineering Department Plays a key role in the overall performance of the Organization. While completing single or more multiple construction projects construction projects are two types i.e. Industrial and residential. In industrial construction the civil engineering part is completed in the initial stages. The number of activities involved is also relatively less. But in residential building construction. Civil engineering plays a major role right from the commencement of the project to its completion . Hence the management of engineering department assumes utmost importance in the building construction work.


2. OBJECTIVE AND SCOPE :-

             The main objectives of the Engineering Department are as follows -

• To complete the project Construction with strict and timely supervision achieving quality of workmanship.

• To Complete the project Construction in stipulated time schedule through advance planinyand co ordination.

• To Complete the project Construction in the most economical way by proper and timely purchase of the adequate quantity of material,as well as strict control to minimize wastage.

*It is possible to maintain these objectives when every staff member of the engineering department is conscious of cost ,quality and the time involved.

*The vast scope of the Engineering Department in the building construction can be summarised as follows:-


*Finalize project specifications based on the Builders assumption about the proposed selling price.

*prepare working drawings r.c.c drawings, plumbing, drainage, electrical detailed drawings etc.

*work out the detailed quantities and prepare cost estimates based on the specifications and drawings.

*Prepare time schedule in the form of bar charts C.P.M etc.

*prepare material planning schedule with reference to the above mentioned schedule.

* It should have the details of quantities of all the materials involved in the project.

* Details like the dates fr placements of requisition, date of delivery.

*Prepare cash flow chart.

*Appointment of various agencies for execution of the works on site.

*Preparation of the bills in agreed stages for all working agencies.

*Following up with suppliers for on time material delivery.

*Completion of the project in stipulated time and budget, while maintaining the quantity specifications.

*Recording special features for research and development purposes.



3.DEPARTMENTAL STRUCTURE :- 

 
*The Engineering Department is normally headed by the Technical Director of the Organization. It is then divided into two separate department.

        A) Construction Department.
        B) Purchase Department.

*The Engineering Department has an interesting structure as explained in chart.

*Though the purchase department is included in the engineering division. It has its own objective and scope, hence the detailed working of this department is discussed in a separate chapter.



4. FUNCTION OF INDIVIDUAL DIVISION :- 


A) ESTIMATION DIVISION:- 


    • study project drawings and specifications.
    • Prepare rate analysis of all items according to the current material and labour ratese.
    • Prepare estimate of all activities.floor wise / building wise / project wise .
    • Work out saleable,built up areas for each flat / building.
    • Prepare monthly progress percentage chart.
    • visit sites on a weekly basis.


B) EXECUTION DIVISION:- 


  • Study project drawings and specifications thoroughly, prepare progress charts.
  • Study Contractor agreement in detail.
  • Execute and supervise every work activity strictly with a view to getting Quality results.
  • Work out individual estimate and check the material consumption time to time.
  • Raise material requisition well in advance so as to avoid last minute material shortage.
  • Follow up regularly with head office for on time material delivery.
  • Follow up regularly with the Architect, structural consultant, Plumbing Consultant for the required drawing.
  • update progress chart once a week.
  • check physical stock of materials in site store once a week.
  • Before leaving the site check the store and note down the materials lying in the open.
  • Report the progress, materials shortfall Contractor probolem on a daily basis to the superiors.
  • Prepare contractor bill every 15 days with joint Measurements.


C) QUALITY CONTROL DIVISION:- 


• Detailed study of the specifications of the project.

• Summerize the project according to quality requirment.

• prepare checklist for various items to be executed.

• Make quality checks on the material received at the site by taking the prescribed field and laboratory tests.

• check the quality workmanship of all items at every stage of the work.

• check the quality of concrete by taking cube tests.

• Control the wastage of materials.
• Check the safety precautions used on the works.
• Check the stores and reconciliation of materials.


D) MAINTAINANCE DIVISION :- 

• Functions as the backbone of the Organization.

• Keep a proper record of all the complaints made by the customers/client in a register at each site.

• Promote attendance to complaints and obtain a no objection certificate from the clients.

• Site visits to be made (day /night ) and problem faced by clients.


E) ENGINEERING BILLING DIVISION:- 


• Prepare site wise files for each Contractor.
• Study the Contractor's agreements.

• Record day to day departmental labour engaged on each site.

• Visit site on a weekly basis.

• Cross check departmental labour bills Contractor bills submitted by site for presentation, detailing,aacuracy and work out net payable amount to Contractor considering retention, advance payments and previous paid amount.

• Submit the Contractor s payment Status to the chief engineer on a regular basis.

• Cross check site bills quantities,by taking independent measurement at site.

• Maintain record for every Contractor advance,up to date payments etc.


E) RESEARCH AND DEVELOPMENT DIVISION:- 


• Reserch and development is possible through experimenting , recording of observation and deriving easily adaptable procedures.

• Note the alterations on sites after a visit.
• Highlights the better points observed on other sites to the chief engineer.

• Update knowledge by reading latest codes, different publications etc.

• Material testing and developing of new building construction techniques towords achieving better quality results at a minimum cost.




5} ROLES AND RESPONSIBILITIES CHIEF ENGINEER:- 


1) Overall responsibility for smooth working of Engineering division of organization,right from planning, commencement of project,till handing over to the sale's department/ client, with a view to quality and cost control.

2) Co-ordination with the architect, structural consultant and other appointed consultant for the drawing requried for the critical problems and discussion on site .

3) Updating documents of information and analysis of information.

4) Pass on all management decisions. information to site staff and to concerned office staff.

5) Keep overall control on working of all engineering division staff and encourage them to give the maximum output.

6) Attain overall control on Quality of work for all projects

7) Arranging preventive measures for safety at all construction sites.

8) Arrange training and research program for staff at all levels.




6} REPORTING AND STAFF MEETINGS:- 


A) MEETING BETWEEN PROJECT ENGINEER AND SITE STAFF :- 


• It must be conducted everyday before the project engineer departure to the head office .for daily reporting to the chief engineer.



B) MEETING BETWEEN CHIEF EXECUTIVE AND DIRECTOR :- 


• This must occur twice a week to discuss site wise progress, problem if material/ contractor/labour/staff/ ,cash flow, target etc .

C) MEETING BETWEEN ALL PROJECTS HEADS C.E. AND DIRECTOR :- 


• Meeting of technical Director and chief engineer with all project engineer should be aaranged once a month at the head office.

*Points discussed by the Director and Chief engineer could be as follows :- 

• Overall review of all sites and performance of the staff.
• Schedule for the next month . programming for Material, equipment,tools , labour strength to achieve the wirk.
• Observation made at each project site regarding Quality of work.speed of work.
• staff relation with Contractor or vice versa


The Points raised by project engineer may be of the following nature:- 

• Shortage of tools and plants on site .
• Reporting of tools and machinery.
• Supply of material from time to time .
• Availability of detailed drawings.
• Skilled labourers with the Contractor.
• Quality of shuttering material with the Contractor.
• Status, labour strength of Contractor to complete the work .
• Financial posyif Contractor to speed up the work .
• Requirement removing of any agency.
• Program, solutions, suggestions,if any regarding individuals sites.
• Explaining new methods and techniques adopted and their advantage.


7} TRAINING PROGRAM:- 


A) IN HOUSE TRAINING PROGRAM:- 


   • Visit different sites of the Organization and make observation, understand the positive and the negative points. this exercise should be done l basis.
   • Minutes of various meeting should be prepared and circulated to all the engineer's to keep them informed of various decisions.

B) OUTSIDE TRAINING PROGRAM:- 


• Visit to other sites should be arranged to understand and observe positive and negative points.
• Photographs of good system may be taken and circulated to the engineer by way of information.
• Lectures or demonstration by experts may be arranged to resolve queries raised by the staff.
